Democracy ideally implies that all public decisions should be backed by the approval of all the people. But public opinion is often fractured between different groups, in which some groups, holding 'majority' articulate their interests. The Indian reality is further complicated because of divisions like caste, class, region, religion, language, gender etc. which move toward a lopsided democracy, governance and development.
