The interconnected planetary cities are unprepared for an attack by an alien race.
Sacull, the leader of a radical Greigg rebel group, exploits this situation for his race's benefit. A group of his followers manages to cripple the central power supply and kidnap the members of the Curia. He threatens the administrators of the planetary cities that he will kill the captured government officials unless the inhabitants of Sagitan immediately surrender to the Greiggs fleet.
Ruontust, the administrator of the 10th Planetary City, refuses to accept the rebels' demands. For now, the ships of the Mylanterian Home Defense Force are still managing to hold off the enemy battle squadrons. But the attackers' armada is preparing for the final, decisive space battle.
