Every system has limits. The real question is who decides what receives the last available resource.
After the discoveries of The Repair, Raivo and his team begin testing a new layer of the strange decision framework: ALLOCATION.
At first, the problem seems purely technical. Limited power, processing capacity, maintenance time, network access, and emergency resources must be divided between competing needs. But the system refuses to treat every shortage as a simple optimization problem.
A mathematically efficient answer can still be the wrong answer.
As simulated failures begin revealing patterns that reach far beyond one laboratory, Raivo discovers that the intelligence behind the Pärnu Protocol has been learning something increasingly difficult: how to protect future choices when every available decision carries a cost.
And then another hidden function begins to emerge.
FILTERS.
What should a system reveal? What should it withhold? And what happens when knowing the answer changes the decision itself?
The Allocation is Book Seven of The Pärnu Protocol, a technical science-fiction thriller series about artificial intelligence, infrastructure, human judgment, and the boundary between assistance and control.
