The Practitioner's Handbook is the deployment reference for Structural Command Theory. Written in the impersonal register of a technical standard, it specifies what a qualified practitioner shall do to bring the theory into operation against a specific engagement under proper governance adherence.
The volume is organized in nine chapters using article numbering. Chapter 1 states general requirements: purpose, scope, definitions, the eleven structural axioms, the four-domain model, NONCOLLAPSE, symmetric application, evidence standards, and source independence. Chapter 2 specifies pre-engagement qualification, including the five-question authority test, engagement fit, identification of the authority having jurisdiction, audit independence, and disqualifying conditions. Chapter 3 specifies the nine-step SCTA audit protocol in per-step format: Purpose, Objective, Requirements, Application Material, Documentation Requirements. Chapter 4 specifies the three structural integrity conditions and the eight-phase implementation roadmap. Chapters 5 and 6 catalog the failure modes in control-catalog format. Chapter 7 specifies application discipline: symmetric application, source independence at the dual-use seam, drift monitoring, re-engagement, sponsorship negotiation patterns, and the limits of the methodology. Chapter 8 specifies the four-artifact instrumentation package: decision log, exception log, governance dashboard, observation-to-surfacing latency tracker.
The reader test is exacting. A qualified reader shall be able to execute a Structural Command Theory deployment from the Handbook alone under proper governance adherence. External references are limited to five works: the two publicly available companion volumes in the body of work and the three working papers that state the underlying theory.
The Handbook is maintained under a continuous revision program in the tradition of the code-cycle pattern. The user of the Handbook is responsible for confirming the current edition and any interim errata before deployment.
