The American wildfire system is being restructured while it operates. The System Tier examines the institutions, incentives, and structural tensions beneath that restructuring - exposure, regime, governance, capacity, federation, and knowledge - and the five feedback loops through which they compound.
The analysis documents twenty-five conditions across authority, mission, workforce, fiscal, intergovernmental, and knowledge clusters, each presented with its mechanism and the local rationality of the actors inside it. Three commitments govern the work: explain, don't judge; multi-level honesty; and evidence discipline, with conditions marked by sourcing and a verification list for independent confirmation.
The System Tier is the first volume of a three-tier body of work. The Incident Tier addresses the coordination machinery that converts national capability into incident outcomes; the Operational Leader's Field Guide addresses the leader's own decision discipline under pressure.
